Nigeria’s pension industry has committed ₦241 billion to infrastructure investment under a new initiative involving the National Pension Commission and FSD Africa, as regulators seek to channel more long-term domestic capital towards the country’s infrastructure needs.
Director-General of PenCom, Omolola Oloworaran, disclosed the commitment in Lagos while briefing journalists on the outcome of the fourth meeting of the Pension Industry Leadership Council.
According to her, the ₦241 billion represents an initial commitment and could increase to almost ₦300 billion once an outstanding commitment from another participant is received.
Money Has Not Yet Been Invested
PenCom stressed that the commitment should not be interpreted as ₦241 billion already invested in roads, power plants or other infrastructure assets.
Oloworaran said the funds had not yet been deployed into any infrastructure project, because the investment structure is still being established.
The industry must conclude its framework with FSD Africa, sign a memorandum of understanding and appoint a fund manager before investments can begin.
The first tranche is expected to be deployed by the second quarter of 2027.
That distinction is important because pension assets are retirement savings and their investment is governed by rules intended to balance returns against risk and liquidity requirements.
Long-Term Capital Meets Infrastructure Need
Infrastructure projects typically require large amounts of patient capital because returns can take years to materialise.
Pension funds can potentially provide such financing because retirement assets are invested over long periods.
Nigeria, meanwhile, requires significant investment across transport, power, housing and other infrastructure.
The initiative could therefore create another channel for connecting long-term domestic savings with projects requiring long-term financing.
The ultimate scale and impact, however, will depend on the investment framework, projects selected and safeguards established before the committed capital is deployed.
