IMF Warns Nigeria Against Restoring Blanket Petrol Subsidy

The International Monetary Fund (IMF) has cautioned Nigeria against reinstating blanket petrol subsidies, urging the Federal Government to consider targeted assistance for vulnerable households facing higher energy costs.

Rodrigo Valdés, Director of the IMF’s Fiscal Affairs Department, gave the warning on Wednesday during the IMF and World Bank Group annual meetings in Bangkok, Thailand.

His comments come amid political pressure for the government to restore petrol subsidies ahead of elections, as higher fuel prices continue to affect transportation, food distribution and household spending.

Valdés acknowledged that fuel-price increases can create significant political challenges for governments, but warned that subsidising consumption across the board could impose substantial costs on public finances.

IMF favours targeted relief

The IMF official argued that governments should explain the external factors driving fuel prices and the financial implications of shielding all consumers from those costs.

He said broad subsidies can be expensive because the government must finance the difference between the market cost of fuel and the price paid by consumers.

Such arrangements can absorb public resources that might otherwise support infrastructure, healthcare, education or direct assistance to people most affected by rising living costs.

Valdés said some of the resources that would otherwise be spent on blanket subsidies would be better directed towards vulnerable people.

Targeted support can include cash transfers or other assistance designed to reach households that are less able to absorb increases in fuel and transportation costs. Its effectiveness, however, depends on accurate beneficiary data, reliable delivery systems and adequate safeguards against exclusion and misuse.

Fuel prices and the political challenge

The debate over petrol subsidies remains sensitive in Nigeria because fuel prices affect a wide range of economic activities.

Higher transport costs can feed into the prices of food and other essential goods, while businesses that depend on petrol for logistics or backup electricity may face additional operating expenses.

These pressures can deepen the impact of inflation on households, particularly those with limited income.

Restoring a universal subsidy could provide immediate relief at the pump, but it could also increase government expenditure and create new financing pressures if the programme is not sustainable.

The IMF’s position is that governments should acknowledge the cost of global energy shocks while designing support that protects those most exposed to them.

Nigeria faces a policy balancing act

For Nigerian policymakers, the challenge is to protect households from sudden increases in living costs without undermining efforts to strengthen public finances.

A targeted intervention would require the government to identify eligible beneficiaries, establish transparent funding arrangements and communicate clearly how support would be delivered.

It would also need to demonstrate that assistance reaches vulnerable households promptly and consistently.

The IMF’s warning does not remove the domestic political pressure surrounding fuel prices, but it reinforces the fiscal risks associated with a return to broad-based subsidies.

The debate is likely to remain centred on how the government can balance affordability, social protection and long-term fiscal sustainability.
