The Nigerian Electricity Regulatory Commission (NERC) has issued a new Standard Operating Procedure (SOP) directing distribution companies (DisCos) to collaborate with law enforcement agencies to enforce legal actions against individuals or entities involved in unauthorised access to electricity distribution infrastructure.
The SOP instructs DisCos to identify areas suspected of illegal connections by analysing anomalies in consumption patterns, irregular billing, or other suspicious indicators. Distribution companies are expected to conduct comprehensive reviews of electricity consumption data, billing records, and other relevant information to detect discrepancies that may signal unauthorised access.
In addition, the SOP encourages DisCos to use surveillance methods to monitor suspicious activities in targeted areas and gather additional evidence where necessary. Physical inspections of meters in suspected locations are also required to check for tampering, illegal connections, or unauthorised modifications. Integrity tests must be conducted on suspected meters, with video and photographic documentation captured in the presence of the customer or their representative.
Field inspections of distribution infrastructure—including power lines, transformers, and distribution boxes—are mandated to visually assess conditions and identify potential illegal activities. The SOP also requires interviewing witnesses, residents, or local authorities to gather information about observed unauthorised access, with all interviews documented properly.
Advanced technologies such as metering infrastructure, data analytics, and monitoring systems should be employed to detect abnormal consumption patterns and potential instances of electricity theft. DisCos are instructed to ensure all inspections, evidence gathering, and legal actions comply with regulatory and legal requirements.
The SOP also provides for disconnection notices to be issued where meter tampering, bypass, or malfunction is confirmed. After issuing the notice, the DisCos are to disconnect the customer’s premises according to established procedures. Individuals and entities found guilty of unauthorised access will face penalties and legal actions, following due process and in line with applicable laws.
