The communities of Ugborodo, Deghele, and Ugboegungun in Warri South-west Local Government Area of Delta State have voiced their confidence in the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) as they press Chevron and Shell to adhere to due process and the law in registering the Host Community Development Trust (HCDT). This process crucial for the implementation and operationalization of the Petroleum Industry Act (PIA) within their territories.
During an emergency meeting held over the weekend at the Ugborodo Town Hall, community members affirmed their support for NUPRC’s stance. The meeting was convened to assess the two-week deadline issued by NUPRC to Chevron Nigeria Limited (CNL) regarding the implementation of the PIA in Itsekiri host communities. The deadline, set to expire on December 11, 2023, serves as a crucial milestone in ensuring compliance with the PIA’s provisions.
Indigenous representatives at the Congress were briefed on the directive issued during a meeting at the NUPRC headquarters in Abuja on November 28, 2023. The meeting involved the Commission, Chevron Nigeria Limited, representatives of the host communities (Ugborodo, Deghele, and Ugboegungun), and representatives of the Olu of Warri, Ogiame Atuwatse III.
The oil-rich communities emphasized the need for Chevron and Shell to follow due process and legal procedures in the registration of the Host Community Development Trust (HCDT). This trust is instrumental in facilitating the implementation of community development projects and ensuring that the benefits of the PIA reach the grassroots level.
As the deadline approaches, the communities eagerly anticipate Chevron Nigeria Limited’s response and adherence to the directives outlined by NUPRC. The effective and transparent implementation of the PIA is paramount for the residents, who look forward to reaping the benefits outlined in the legislation for sustainable development in their localities.
