Oil Marketers Seek 60-Day Petrol Discount, Demand Inclusion of Independent Stations

Oil marketers have urged the Federal Government to extend its petrol discount programme to independent filling stations and increase its duration from 30 to 60 days, warning that the current arrangement could limit access for consumers in areas with few Nigerian National Petroleum Company (NNPC) retail outlets.

The marketers also proposed allocating 30 per cent of the discounted petrol volume to outlets operated by the Petroleum Products Retail Outlets Owners Association of Nigeria (PETROAN).

The demands followed the announcement by the Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele, of a petrol discount programme at NNPC retail outlets, with priority given to public transport operators nationwide.

The proposed expansion, according to the marketers, would help ensure that the intervention reaches a wider range of consumers.

Independent stations seek a role

IPMAN National Publicity Secretary Chinedu Ukadike argued that excluding independent marketers could undermine the programme’s effectiveness, particularly in communities where NNPC stations have limited presence.

He said independent operators have extensive distribution networks that could help make discounted petrol available in remote and underserved locations.

Independent filling stations account for a substantial part of Nigeria’s retail fuel distribution network. Giving them access to the programme, marketers argue, could broaden its geographical reach and reduce the need for consumers to travel long distances to participating outlets.

However, extending the arrangement would require clear rules on eligibility, supply allocation, discount verification and compliance monitoring.

Marketers seek longer implementation period

The proposed extension from 30 to 60 days is intended to give consumers more time to benefit from the intervention.

Marketers also want 30 per cent of the discounted petrol volume allocated to PETROAN-member outlets, although the supplied report does not detail how the allocation would be administered or monitored.

A longer programme could improve access if fuel supplies remain adequate and participating outlets pass the discount on to eligible consumers.

Conversely, a wider scheme could face implementation challenges if there are insufficient supplies, unclear eligibility rules or weaknesses in price monitoring.

Transport costs and household pressure

Petrol prices affect transportation expenses and the cost of distributing food and other essential goods. Any sustained reduction could provide some relief to households and businesses, although the extent of the benefit would depend on the discount and its pass-through to consumers.

Public transport operators are a priority under the announced programme, reflecting the importance of transport costs to household budgets.

The government will also need to ensure that the discount does not create uneven access between consumers living near participating NNPC stations and those who rely on independent retailers.

Government faces implementation questions

The marketers’ proposals place the focus on how the programme will be distributed, how long it will last and which outlets can participate.

The Federal Government will need to determine whether the programme can be expanded without creating excessive fiscal costs or weakening oversight of discounted fuel sales.

As the initiative progresses, consumers will be watching for clarity on participating outlets, eligibility requirements, discount levels and the duration of the scheme.
