Lagos Targets Fresh Power Investments as Private Electricity Projects Gain Momentum

The Lagos State Government has intensified efforts to attract private investment into its electricity sector as it prepares to review the implementation of the Lagos State Electricity Law, 2024, and accelerate the development of independent power projects across the state.

The initiative forms part of the government’s strategy to improve electricity availability, strengthen energy infrastructure and create a more competitive environment for businesses operating in Nigeria’s commercial capital.

Commissioner for Energy and Mineral Resources, Biodun Ogunleye, disclosed that the second Lagos Energy Summit, scheduled for November 10 and 11, 2026, would provide a platform for evaluating developments within the state’s electricity market.

The summit, themed “Lagos Energy Evolution: Transforming the Future,” is expected to bring together policymakers, investors, regulators, energy developers and other stakeholders to discuss opportunities across electricity generation, distribution, renewable energy and decentralised power systems.

The gathering will take place at the Landmark Event Centre, Victoria Island, Lagos.

According to the government, the summit will also assess progress recorded since the enactment of the Lagos State Electricity Law and identify opportunities for strategic partnerships.

Lagos Electricity Market Attracts Private Developers

The state’s renewed investment drive comes as several privately developed electricity projects move through licensing, construction and redevelopment stages.

One of the major projects is the 26-megawatt Akute Independent Power Plant, currently being rebuilt by Fenchurch Power Limited under a concession arrangement with the Lagos State Government.

The project involves replacing existing generating equipment with new gas-powered engines to improve electricity reliability.

The redevelopment is expected to take place in phases, with the first 10 megawatts targeted for completion within four months of the commencement of work and the remaining 16 megawatts expected within 12 months.

The facility is designed to supply dedicated electricity to the Akute Intake, Iju Waterworks and Adiyan Waterworks.

Any surplus electricity is expected to be supplied to the Ikeja Electric network.

The arrangement is significant because electricity remains essential to the operation of water treatment and distribution facilities.

Improved power reliability at these installations could strengthen water production and distribution services for millions of Lagos residents.

New Electricity Projects Expand Investment Pipeline

Beyond Akute, other electricity projects are progressing across the state.

Elektron Energy Development received an operational licence in September for its 40-megawatt Victoria Island Power project, with commercial operations expected to commence in December 2026.

The project is intended to supply electricity to businesses through a dedicated distribution network.

Similarly, Sahara Power Enterprises Group commenced construction of a 12-megawatt independent power plant in Ogba in August.

The project, reportedly valued at approximately $12 million, is targeted for completion in the first quarter of 2027.

These developments demonstrate increasing private-sector interest in electricity supply arrangements designed to serve industrial, commercial and other high-demand customers.

However, planned generating capacity should not be confused with electricity already available to consumers.

Project completion, regulatory approvals, fuel availability and distribution infrastructure will determine how much of the proposed capacity eventually becomes operational.

Electricity Law Creates New Regulatory Opportunities

The Lagos State Electricity Law, 2024, provides a framework for regulating electricity activities within the state.

The legislation reflects wider changes in Nigeria’s electricity sector following reforms that expanded the authority of states to establish and regulate their own electricity markets.

Under the evolving framework, private operators can pursue opportunities in electricity generation, embedded power supply, independent distribution and mini-grid development, subject to applicable regulatory requirements.

In May 2026, the Lagos State Electricity Regulatory Commission approved 14 licences and permits covering various electricity activities.

The approvals included projects involving off-grid generation, embedded electricity supply, metering and independent distribution arrangements.

Additional applications for proposed electricity projects in Epe, Apapa, Agidingbi and Ibeju-Lekki are also under regulatory consideration.

These proposed developments could expand electricity access in industrial and commercial corridors if they secure the necessary approvals and financing.

Businesses Seek Relief from High Energy Costs

For businesses operating in Lagos, electricity remains a major factor affecting production costs and competitiveness.

Manufacturers, hotels, hospitals, technology companies and small enterprises often rely on diesel and petrol generators to maintain operations during electricity interruptions.

The cost of fuel, generator maintenance and replacement equipment can significantly increase operating expenses.

Businesses may subsequently pass these costs to consumers through higher prices for goods and services.

Improved electricity reliability could therefore reduce operating costs, strengthen productivity and encourage new investment.

It could also make Lagos more attractive to manufacturers and service providers seeking dependable infrastructure.

Investors Look Beyond Government Announcements

Despite growing interest, electricity investments require substantial capital and long-term financial commitments.

Private developers will need confidence in regulatory stability, cost-reflective commercial arrangements, payment security and access to supporting infrastructure.

Energy specialists also recognise that increasing generating capacity alone will not resolve electricity challenges without improvements in distribution networks and customer metering.

The state government will therefore need to ensure that regulatory reforms translate into bankable projects and measurable improvements in service delivery.

Summit Expected to Shape Next Phase

The November energy summit will provide an opportunity for government officials and private investors to review existing projects, assess regulatory progress and identify obstacles to further development.

For Lagos residents and businesses, the most important outcome will be whether the investment drive leads to more reliable and affordable electricity.

As the state expands its electricity market, the successful delivery of independent power projects could become an important component of its infrastructure and economic development strategy.
