Nigeria Installs Only 22.8% of World Bank-Backed Meters as 2027 Deadline Approaches

Nigeria’s efforts to improve electricity metering and strengthen the financial performance of power distribution companies are facing fresh pressure as the World Bank-backed Distribution Sector Recovery Programme records only 22.8 per cent completion of its targeted meter installations.

According to the latest implementation status and results report cited in the supplied briefing, 731,034 electricity meters had been installed under the programme as of September 2026.

The figure represents a fraction of the 3.2 million meters targeted for installation before the programme’s December 2027 deadline.

Approximately 2.47 million meters therefore remained outstanding as of the reporting period.

The development raises concerns about the pace of implementation and the ability of the programme to meet its remaining milestones.

Meter Installations Increase but Remain Below Target

The implementation report showed that installations increased from 379,380 in March 2026 to 731,034 in September.

This represents an additional 351,654 meters installed over the six-month period.

Although the increase indicates continued implementation, the overall completion rate remains relatively low.

Meeting the December 2027 target would require a substantial acceleration in installations.

The remaining volume is considerably larger than the number completed since the programme became effective.

However, the available summary does not identify all the operational reasons for the implementation gap.

It would therefore be premature to attribute the shortfall solely to procurement, funding or distribution company performance without further evidence.

World Bank Programme Targets Power Sector Recovery

The Distribution Sector Recovery Programme, known as DISREP, is a $500 million World Bank-supported initiative aimed at improving Nigeria’s electricity distribution sector.

The programme was approved by the World Bank on February 4, 2021, and became effective on February 2, 2023.

It is backed by financing from the International Bank for Reconstruction and Development.

The initiative seeks to strengthen the financial and operational performance of electricity distribution companies.

Its objectives include reducing technical and commercial losses, improving infrastructure and strengthening electricity market stability.

Metering Remains Central to Reform

Accurate electricity metering is important to the financial performance of distribution companies and the protection of consumers.

Meters provide a basis for measuring electricity consumption and determining bills.

They can also reduce disputes associated with estimated billing.

For distribution companies, improved metering can strengthen revenue collection and provide better information about electricity usage.

However, installing meters alone does not guarantee reliable electricity supply.

Distribution infrastructure, customer service and network performance must also improve.

Technical and Commercial Losses Affect DisCos

Electricity distribution companies face losses arising from technical and commercial factors.

Technical losses occur when electricity is lost during transmission through distribution infrastructure.

Commercial losses may result from inaccurate billing, theft, poor collection practices and other operational weaknesses.

The DISREP initiative aims to address these challenges through smart metering, infrastructure improvements and better energy accounting.

Reducing losses could strengthen the financial position of distribution companies and improve the sustainability of electricity supply.

Consumers Await Wider Meter Access

For electricity consumers, the pace of meter deployment remains an important issue.

Customers without functional meters may continue to experience billing uncertainty.

Expanded metering could improve transparency by linking charges more closely to recorded consumption.

It may also help customers monitor electricity use and manage household or business expenses.

However, the benefits depend on proper installation, accurate operation and effective complaint resolution.

Implementation Pace Becomes Critical

With the December 2027 deadline approaching, the programme faces pressure to increase the number of completed installations.

Accelerating deployment may require coordination among government agencies, distribution companies, meter suppliers and implementation partners.

Effective monitoring will also be necessary to ensure that installed devices are functional and properly recorded.

The programme’s success should ultimately be measured not only by the number of meters installed but also by improvements in billing accuracy, loss reduction and electricity distribution performance.

Power Sector Reform Requires Broader Action

Nigeria’s electricity sector continues to face challenges involving infrastructure, financing and service reliability.

Improved metering can address some of these issues, particularly those related to billing and commercial losses.

However, sustainable recovery will also require investment in distribution networks, stronger operational management and improved market discipline.

The latest DISREP figures highlight the scale of work still required.

For the Federal Government and electricity distribution companies, the remaining implementation period will be an important test of their ability to translate reform financing into practical improvements for consumers.
