The Authority Chief Executive of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), Mr Rabiu Umar, has unveiled a reform agenda aimed at improving regulatory discipline, operational efficiency, and professionalism within Nigeria’s oil and gas sector.
Umar disclosed this during his maiden town hall meeting with staff at the authority’s headquarters in Abuja on Tuesday, while regional and field offices participated virtually.
According to a statement issued by the NMDPRA, the engagement marked Umar’s first major internal meeting since assuming office and provided an opportunity for him to outline his leadership philosophy and performance expectations for staff.
Speaking during the meeting, Umar stated that his administration would operate on a value system centred on strict regulation, speedy execution of responsibilities, and fairness in administrative conduct.
“Our administration will be guided by the principles of being ‘firm in regulation, fast in execution and fair in conduct’,” Umar said.
He stressed that regulatory efficiency would remain a top priority under his leadership, noting that the authority must demonstrate improved responsiveness, consistency, and professionalism in carrying out its responsibilities under the Petroleum Industry Act.
The NMDPRA chief also urged staff members to embrace discipline, collaboration, and accountability in advancing the mandate of the authority.
According to the statement, Umar encouraged workers to remain committed to fostering a culture of transparency, excellence, and teamwork across the organisation.
“Mr Umar urged staff to remain dedicated, disciplined and collaborative in advancing the mandate of the authority while fostering a culture of accountability, transparency and excellence,” the statement said.
The town hall meeting also created an avenue for interaction between management and staff as the new leadership seeks alignment on its goals for the transformation and growth of the agency.
Industry observers within the authority view Umar’s reform message as the beginning of a wider restructuring process expected to reshape operational procedures and strengthen regulatory enforcement.
Umar was appointed by President Bola Tinubu on April 29 to replace the immediate past head of the agency.
His appointment followed the removal of Mr Saidu Mohammed, who was dismissed less than four months after succeeding Farouk Ahmed.
The Senate later confirmed Umar’s nomination, completing the process for his assumption of office.
According to the presidency, the leadership changes at the NMDPRA are aimed at improving regulatory effectiveness in the midstream and downstream petroleum sectors in line with the Renewed Hope Agenda of the Tinubu administration.
